  1. The only categories which do not require job offers would be refugees or family sponsorships. Refugees aren't in Canada by choice -- they are fleeing another country for their lives. Family sponsors are supposed to be taking care of the spouses/dependents they are sponsoring and should be looking at things like jobs markets, educations requirements, etc. before sponsoring some.
